There is more than one way to construct this graph. You could have decided to start the frequency scale at zero. However, given that the range of values goes from 25,000 to 38,000, you do not need to start at zero. A value of 20,000 would be a better starting point. Below are two possibilities, each with a different frequency scale range and interval.
